The government of Ontario Canada has recently published an alpha (or draft version) of their Digital Service Standard (DSS), which is a comprehensive online document. It's also been posted in their GitHub repository.
The DSS sets out 14 points to help government build and deliver excellent online services.
For Ontario, all new or redesigned public-facing information and services will eventually be required to follow the standard, before work begins. Right now they're focusing on testing the standard, gathering user feedback and improving the DSS.
