From April 2011–June 2012, Julian led the establishment of information services at the Canterbury Earthquake Recovery Authority (CERA) as acting Chief Information Officer. He then went on to lead GIS, data, and digital communications for the Christchurch Central Development Unit, for the launch of the Christchurch Central Recovery Plan. In March 2013, he took on a new role at Land Information New Zealand (LINZ) as the Canterbury Spatial Data Infrastructure (SDI) Programme Manager.

Using the Web in Earthquake Recovery

The Canterbury earthquake of February 22nd 2013 created a huge demand for the public to access information about their property and surroundings. Interactive online maps helped provide this, but dealing with very high peak load demands, data coming from multiple sources, and time pressure, meant CERA and its technology vendors had to innovate in the way they were delivered.
